Patch: Allowing server ops to use the KILL command

: changed from checking for ROUTER_OPERATOR to SERVER_OPERATOR

Protocol specification dictate that router operator privileges must be 
acquired before killing a client.  And the patch won't work with router 
connections.  The router won't allow the killing network wide even if 
you make this change to your local server.  Partial network desync would 
occur.
