If the SILC Toolkit is installed in the system (ie. the pkg-config files 
are in the path) the compilation process of silc-client and silc-server 
will automatically use the SILC Toolkit from the system (and thus create 
dependency to the Toolkit in the system).  If it isn't in the system it 
will compile the included Toolkit.  Another way is to give the 
--with-silc-includes and --with-silc-libs options directly instead of 
using the pkg-config.

The plan for silc-client 1.1 is that it will have some kind of 
--enable-silc-plugin or --with-silc-plugin option that can be used to 
explicitly compile the SILC Plugin.  Otherwise it will compile the 
standalone client.  This way you can compile both versions from one 
tar-ball.  This should be working in the upcoming beta3.
