Patch to fix win32 autotools build (and minor documentation fix)

There are two little patches attached, one to fix building the win32
version and the other to correct the out of date documentation
referring to silc_net_win32_init and silc_net_win32_uninit.

I wasn't postitive about the contrib/Makefile.ad change; I'm pretty
sure the REGEX stuff needs to be included on the win32 build, but I
don't know if it needs to be included elsewhere.  It seems that since
$(REGEX) is defined based on HAVE_REGEX,  the patch should be correct.
