Patch to fix win32 autotools build (and minor documentation fix)

: There are two little patches attached, one to fix building the win32
: version and the other to correct the out of date documentation
: referring to silc_net_win32_init and silc_net_win32_uninit.

Thanks for the patch, I have applied it.  Since the mingw compilation 
isn't officially supported it hasn't been maintained at all, and we rely 
on people like you to provide fixes for its compilation.
